Going with the Flow: Governance Options for Clean Water Act Compliance

Adapting governance for clean water was the topic at the 2007 Road to Excellence Conference sponsored by Comcast. The Road to Excellence Conference is an annual event focusing on intergovernmental cooperation in the southwestern Pennsylvania region.
